The two best CMS systems are WordPress and Blogger, but it's a personal choice. You should weigh the strengths of each to find which is better for your needs.
WordPress offers lots of useful features, like the use of tags to categorize text posts (which can then be filtered by those tags easily on your blog).
And the blogging feature is great too. However, if you're just creating an email list or small website with no intention of using it as a social website, blogs are easy to maintain with Blogspot--just write and publish when you have something ready for public viewing.
Again It would largely depend on what you want to do with the blog.
One reason WordPress has such a big following is that it's open-source, and its founder knows how to monetize it by integrating different services onto it.
Whether or not this is important to you is up to you. Blogspot has no premium versions, but offers easy access for any user without the need for coding experience, while from a technical point of view there aren't major differences in installation and security between the two CMSes (WordPress does have more plugins though).
In summary: Blogspot might be best if simplicity is most paramount; WordPress may suit those who want better plugin support or more complex layouts and social media integration features.
Experiment with both and choose the one which you like.
